It seems like you have installed GNAT compiler RPM from ALT 
without installing the runtime. This should not be possible, because
the compiler depends on the runtime, and won't work without. 
However, you can always force rpm to install using the -f option.
If you install the runtime things will probably work. The RPM 
can be found at ALT's homepage at http://www.gnuada.org/alt.html
where there also is information of how to subscribe to gnatlist
which discuss this topic (among others).

Basically it means that the public GNAT sources will be
integrated into the gcc snapshots and releases.

The offical GNU Ada maintainer for the FSF (Robert Dewar) just announced it; is
that authoritative enough? It's been discussed on gcc@gcc.gnu.org extensively,
and I believe they're just waiting on ACT to feel comfortable that GNAT works
with gcc 3.0 and add it to the CVS tree.

That's exactly right, and we are down to one page of
regressions against our giant test suite for GCC 2.97 now (and
there are probably only a handful of problems left). It looks
like we can perfectly syncrhonize the new GCC tree with the
3.14 release.

About those version numbers.
  The last public release of GNAT was version 3.13p.
  The new version of GCC (the GNU compiler collection) will be 3.0.

Is it normal for one of the languages that is a part of GCC to have a
different version?

In this case, it would cause too much trouble to label the
release of GNAT as 3.0 (since there already was such a release
of GNAT a few years ago). Also, there is no guarantee that
GNAT releases will be syncrhonized with GCC releases, in
particular it is quite likely that GNAT releases will be
more frequent than major GCC releases in the future.
