I sent mail to root@ etc., and it didn't bounce.  I didn't get a reply, but
in another group their newsmistress responded that mr. B was "being dealt
with..."

The newsmistress also asked if people were willing to cripple a system 
supporting 18,000 users in this way, just for spite.  Grow up, people.
This is a sure way to kill the net -- surer than mr. B's approach.
