It is mean to be tailored to match site-specific guidlines, but it still
should give you a good idea of what is typical usage.

You forgot the procedure's name. ;-) I prefer:
procedure Foo
(D : in out Data;
C : in Data
);
but some prefer
procedure Foo (D : in out Data;
C : in Data);
I prefer the former because the parameters start in a standard place,
and won't get squeezed for space if the procedure name is long. Also,
its easier to see that the parens match. It does use up more vertical
real-estate, though (in this case, twice as much).
