* 3405.1 question: major software upgrade?

Hi all,

I have question regarding the DoD policy 3405.1 "Computer Programming
Language Policy."  On page 2, paragraph 3a, the following is stated:
"...Programming languages other than Ada that were authorized and being
used in full-scale development may continue to be used through
deployment and for software maintenance, but not for major software
upgrades."

In the "Special Terms and Definitions" (page 2-1) the directive defines
"Major Software Upgrade" as "Redesign or addition of more than
one-third of the software."

My question is this:

What does "one-third of the software" mean?  Is is based on each CSC,
CSCI, or the entire software for a system?  Does it refer to Source
Lines of Code (and which metric is used), object code size, or some
other metric?

Any help would be appreciated!
