gnatcoll is not yet packaged for Debian, see
http://bugs.debian.org/640532.

In the mean time, you may want to try gnade (GNU Ada Database
Environment) which allows you to use PostgreSQL from Ada through ODBC.
Try this:

aptitude install libgnadeodbc2-dev

and look at /usr/share/ada/adainclude/gnade.gpr and the files under
/usr/share/ada/adainclude/gnade.
