URGENT PLEA FOR INFORMATION -- Ada as a test language vs ATLAS

He needs the information by 18 November (much sooner if possible)
to help in preparing a bid request to be presented to bidders on
21 November. Any help will be greatly appreciated.
ISSUES
Generally: In developing test stands with all new hardware and
all new software, and assuming the use of Ada on a supporting
host computer, and given a support group very proficient in the
ATLAS language, what are factors affecting choice of programming
language for the stands themselves?
Specifically:
1) Is it possible to write the programs completely in Ada?
2) What are significant considerations if test stand
software consists of
a- all ATLAS code;
b- all Ada code (perhaps with Ada subprograms which
model ATLAS facilities to make it easier for those
who are only familiar with ATLAS);
c- a mix of Ada and ATLAS;
d- any other possibility you can suggest?
