This must be two strings:
for Default_Switches ("Ada") use ("--RTS=zfp", "--mmcu=avr5");
I doubt this is a Builder switch. Since gnatmake needs it, it's probably
a Compiler switch.

Move the --RTS and --mmcu switches to other packages until it shows up here.
