ARTEWG and ExTRA have indeed merged efforts, as represented by the latest CIFO,
release 3.0. Many of the new CIFO entries are based on the ExTRA proposals, and
some earlier ones have been superceeded.

Furthermore, the new version goes to some lengths to flesh out earlier
insufficiencies, and to provide insight into the potential interactions of
the various entries.  It is a good bit bigger than relase 2.1, but
on the whole, an improvement.
