Well it seems to me that the Intermetrics compiler that
generates C is a counter example, assuming you can cough
up a C compiler for your microcontroller.

It would indeed be easy enough to port GNAT for a small
microcontroller for which a GCC port exists (often the case),
but so far we have not seen any credible evidence that such
a port would make commercial sense. I doubt this situation
will change in the forseeable future.
