There is a binding to winsockets made by Jerry van Dijk at his homepage:

http://stad.dsl.nl/~jvandyk/packages.html#ADASOCK

This package is compatible with a similar adasocket package for Unix.
Even it is a early version, I have not found any problems when using it.
The package comes with full sources, and it has GNAT modified GPL license.

If you for some reason don't want or can't use this package, you can look at
the sources, and see how you can do the binding yourself.
