No. Package Standard is embracing every Ada program, i.e. 
your main procedure and all your subroutines are "part of" standard,
they are inside the declaration scope of standard.

Package ascii is, following the above, on the same level as your
programs. In this way a required dot notation or an explicite with
and use is reasonable.
