I know of no such estimates. There might have been estimates
of this kind very early in the process, but the language
design was not even vaguely complete by that time.

Again, the interesting thing here is your assumption that ten
years is a long time for language standardization. This just
isn't true. Look at other languages, and you will see that
the Ada process was actually amazingly fast.
