A similar situation exists regarding Forth, which has also been
shown to reduce project costs significantly.  Management is
reluctant to use it because "there aren't any Forth programmers"
while within the Forth community we see lots of excellent Forth
programmers working in C/C++ because they can't persuade their
management to use Forth, because there aren't any....

I think some of these managers are using "bottom line" arguments
as a cover for basic "herd instinct" decisions.
