This is wrong, and all the followups so far have completely missed
the perfectly legitimate question raised by the original post. See
RM D.9.

Unfortunately, the answer in typical implementations is that the
requirement of D.9(10,11) which is what the question was about cannot
be met because it is dependent on unavailable information from the
underlying operating system, and that therefore it is not practical
to meet this requirement in this context (see RM 1)
