In english, a question like this is quite ambiguous. That's
because free means two different things:

free as in freedom of speach, live free or die, or free
software in the GNU sense, where the issue is the freedom
you have to access and use the software.

free as in free lunch, free ride, or freeware, where the
issue is getting it without paying any $$$ pounds, Euro's
or whatever.

These are very different. Many languages have two different
words (e.g. libre and gratuit in French).

So when you post a request like this, make clear what you
are talking about. All four kinds of software exist, free
in both senses, free in neither sense, or free in one sense
and not the other!
