No, I was talking about a problem tracking system -- something that let's
people record a problem and a sequence of replies or fixes to the problem
such that everyone can see the problem report and its status.  Not all
reports would result in a bugfix.  Mailing lists are sufficient to exchange
bug fixes, but not to track problems.

Yes, just as it is possible to fix a problem without providing a patch.
Making a distinction between the two is pointless.
