Yes, it is.  However, it happens to be true.  Ada isn't right for all 
jobs, and shouldn't be treated as if it is.  The government should choose 
a number of languages (preferably small) to develop software, so they can 
combine the flexibility argument with the "too many language" argument 
and get a good compromise.
