Only if you are dealing strictly with plain, vanilla text with no formatting as would be inserted by a word processor such as MS Word, OpenOffice, LibreOffice and others -- not to mention non-text files.  The additional information in these types of files potentially is critical to the receiver's understanding of the writer's intent.  More importantly perhaps, this approach deliberately excludes a vast number of file types, which, it seems, are cast away as being deemed unworthy of encryption.

Additionally, the work to change how the files are handled within the Ada program is so trivial that it boggles the mind why someone would choose to stick with Text_IO.
