I read somewhere, that Ada 95 allows use of 'out'
parameters as uninitialised variables. Was this 
to aid with code optimisation?

Is the opposite true, i.e. do "in" parameters behave
like local variables within the procedure/function
body?

To save answering, perhaps someone can point to 
a relevant line in the rationale, if there is one.
