According from the minutes of an ALIWG meeting in December 1987 that 
were published in SIGAda's Ada letters May 88 issue, such a proposal
was passed in the first round. I don't know it's current status.

The proposal is not too clear on the details, but it seems like
package types should be like task types. What you get with package
variables are objects that not only contain data, but also procedures.
In effect, Ada provides this today with task types, but with a 
substantial overhead.
