I have build some time ago a tool which generates out 
the the comments doocbook documents. This generation is 
based upon some heuritics, e.g.

XXXXXXXXXX

Is proably a dscription and so on. But the problem
is to get the people to follow at least these minimal
resquirements on the structure of the comments.
