Does anyone know if this compiler is the public domain?
if so, where can i get it?
if not, where can i buy it!

It is not public domain, it is a commercial product of Meridian.  Last
time I looked it was marketed as AdaZ (A to Z, get it?) and is kind
of like the early Turbo C interface, with windows (little w).  It was
introduced at around $150 advertised to go up to $500 after the intro
special.  We bought about 50 of them at CSC.  That was a few years ago;
I don't know what the current status is.  If I can find my contact 
info for Meridian I'll post it.  (Meridian, are you listening?)

It is not in the public domain.

You can buy it from DC Heath an Ada textbook publisher.  Here is some
information.

Maridian was bought by Verdix.  Verdix was bought by Rational.   The 
product is still sold but has reached end-of-life.  Call Rational at 703 
761 4443.  It cost about $1k.
