I am trying to come up with a project estimator based on lines of code and
complexity.  Does such a tool exist? or just a number of lines of productive
error free code per day exist?  metrics?

If you have any software engineering books, take a look for a set
of equations designed by someone named Boehm. I think that'll be
what you need.
