Correct, but both these purposes/uses are equally important.

Actually, I think I will end up devoting more of my time this week to
the second purpose. This is in part because it needs to be more of a
centralized activity. Once the maintenance tools are available, anyone
will be able to submit entries, updates, or corrections.
