Exactly.  Marins want to find a better way to determine what user 
requirements for a standard library are.  I think that the registry will 
eventually turn into a resource that indicates what actually exists now 
(or at some point in the future) and what of that is used.  Then others 
will be able to take this set and evolve it toward a consistant library.

I certainly have no objection to a "standard" library that comes in 
pieces supplied by different authors and groups and where one of the 
things that the standard library provides is "fixed points" where all of 
the components have been synchronized so that there is no version skew. 
  Users can then take one or more later versions of particular 
components, but will have to be aware of the potential version skew 
problems.
