Ada 80 was MIL-STD-1815, 1980 Dec. Sounds like a (MIL) standard to me.

ARM 83 (ANSI/MIL-STD-1815A) is dated 1983 Feb 17. Somebody named "R.
Dewar" is mentioned in the Foreword.
