I have written a package for PNG image file IO (see my WWW page).
JPEG/MPEG would be a big project. There is code for JPEG from
the independent JPEG group at http://www.ijg.org/ (in C, I guess)
and the easiest approach would be to write an Ada  binding to this
code.
