For Ada 83, "The Reference Manual for the Ada Programming Language" is
ANSI/MIL-STD-1815A-1983.  It's also FIPS-PUB-119/NAC.  It's also an ISO
standard, but I don't have the document number with me.  You can find a
link to the individual chapters at
http://www.adaic.com/standards/ada83.html.  No single author is
identified.

Nowadays, Ada means Ada 95, and links to its reference manual and
rationale are at http://www.adaic.com/standards/ada95.html.
