Today's Wall St. Journal has a front-page report concerning a
near-collision between two planes because of a failure in a
device known as TCAS -- Traffic Alert and Collision Avoidance
System.

The two planes nearly collided in air because the device
had an improper code which can cause an altitude estimate to
be off by 2400 feet.

The device is used on Boeing and Airbus planes.  Allied Signal
is the maker of the device.

Can anyone comment on the software aspects of this situation?
