When Ada use is required by a DoD contract, but you are also
encouraged to use Commercial Off The Shelf (COTS) products,
how are Ada waiver requirements met? For example, if an existing
package in C would satisfy MOST software requirements,
but a few features need to be added, what is the criteria for
determining if this is permissible? Is it at the discretion
of the contracting authority or is there some official policy?
