* writing to and reading from a device file

Can anyone tell me how to read and write to a device file such
/dev/tty0p0 for example?  This device is a touch panel.  I am able to
write to it by simply opening the file and writing to it but I cannot
seem to read from it.  The file seems to always be an empty file even
after I've written to it. 
I am communicating with the touch panel through a standard RS-232 cable
on an HP workstation.
