I had a similar problem after installing SunAda 2.1 once. The "quick
install" instructions leave out an important step that is included in
the more detailed installation guide. In the "Installing SunPro
Software" book there is a section "Ada-Specific Information for Software
Installation" that tells you to do the following steps:

% cd /opt/SUNWspro/Ada2.1/sup
% ./a.install

I assume the directory would be Ada3.0/sup for you. This script seems
to replace '$ADAHOME' with the actual path name in the SunAda
executables.
