That's a good idea - it does fit with their current requirements.
The pitch, such as it is, would be either:
- Supporting it as a grant or sponsor to be associated with the project
- Invest in the project.
- In this case there would need to be a two-level licensing model
- free for end user organisations, or FOSS projects
- a licence fee for anybody incorporating it into a commercial product
