I'm not sure about the length of your development cycle, but certainly it
is possible to _start_ with a compiler that is not fully mature, so long
as there is a adequate probability that the compiler will be fully mature
prior to the start of qualification testing. Doing this, of course, adds
some level of risk to a project from a management standpoint, but it isn't
a safety issue per se IMHO.
