How about submitting project ideas to software engineering project
courses running at various universities? A team of university students
many times accepts your project if the proposal is somewhat sane
and they get a relatively easy way to complete their course.
(Little bonus for a well done project might help also.)
A suitable project could be for example "Thick Ada 95 binding for
MySQL database client library. Basic Ada, C, and database skills
required."
Search for "software engineering project course" reveals courses like

Pick one near you and contact the lecturer.
