Wildcard * matches ANY SEQUENCE OF CODE POINTS.

Wrong, it cannot be implemented to work on both Latin-1 and UTF-8.
As a simple example consider the pattern
a*�
and the string of octets
61 C3 B6
Does the pattern match this string?
Hint:
61 C3 B6 = aö (in Latin-1)
61 C3 B6 = a� (in UTF-8)
