If my e-mail program would automatically bounce any incoming mail that
wasn't encoded with my public key, spam would bounce. If the bounce
message was automatically processed by the originating e-mail program,
which would file away my public key and resend the message, the entire
process would be transparent to sender and receiver. It would, however,
require a sender to actually generate individually encoded outgoing mail,
which is not a problem for a few or a few hundred e-mails, but would be a
significant burden for 100,000 outgoing e-mails. Especially compared with
the current system where a single send can have a long CC list, forcing
the ISP's computers to do the spammers' work.
