That may be the way you use the language, but it is far from universal.
There are companies where "consultant" is a term reserved for employees
and any outsiders are "contractors". Then again, if you leave computers
to look at the building trades industry, "contractors" (at least in the
US) are the ones who bring along others.
I would suggest concentrating on sharing information rather than
adopting terminology.
