Ten years is not at all uncommon for ANSI standards which by
ANSI requirement are consensus standards of existing practice.
It sometimes takes many years to obtain agreement among
competing practictioners.  In the case of Ada, DoD made a
flat statement that their definition was the standard.
Consensus existed by decree.
