I would vote DEC Ada on VAX as "best", but if you hate VMS it is quite
obviously not best, so there are many external criteria besides the price
angle to which you alluded.  I am surprised you can be willing to pay
for a license (as you would have to for DEC Ada) without specifying how
much.  If you buy a used machine, it might cost less than 1% of the
DEC Ada license under certain pathelogical conditions.
