Year 2000 certainly _is_ a leap year, as the rule laid down by the Pope
many years ago (after receiving advice of leading scientists of the time)
was:
Years which are even multiples of 4 - yes except...
Years which are even multiples of 100 - no except...
Years which are even multiples of 400 - yes
