I may be pouring gasoline upon myself (and asking for a match..)
but, Greg has made several valid points.

I am a keen student of Software-Engineering, Ada and related
topics.  I find it difficult to find examples of Commercial
Quality Ada (or C, or what have you..) software to compare or
use as examples to emulate..

Governments everywhere are financially strapped. Software is incredibly
expensive.  A serious approach to software re-use would save BILLIONS
of dollars that could be better spent elsewhere, rather than on
re-invention of the "wheel".

I understand the licensing difficulties that they currently have,
however that is no reason for future purchases of software to have
the same problematic license restrictions.

I believe that "free software foundation" policy on government
procured software would be in everyone's best interest.
