Doug,
	The package STARLET contains procedure CREPRC (look at
ADA$PREDEFINED:STARLET_.ADC).  You'll have to read-up on the $CREPRC()
VMS call in the system services manual to really understand what you're
got to do with the parameters.  You might want to consider LIB$SPAWN instead.
