Those familiar with C and Unix know how useful "ctags"
can be in traversing a large program.

Is there a similar utility for the Ada programming
environment? where can one get it.

Verdix supplies an a.tags program that appends to the same tags file.
It works rather well.

Another approach would be to write a simple parser that generates
the tags file.
