Ada was not developed with the goal of improving raw "productivity" in terms of
lines of code per day.  Rather, it was designed to provide reliable and
maintainable code for large, long-lived, continuously evolving, performance
constrained, highly reliable embedded systems. In that harsh environment,
software maintenance costs are several times the cost of the original
development.

Ada was designed to reduce lifecycle costs by reducing maintenance costs.  This
was done at the expense of increased costs during the development of original
software. It is intended that the need to develop original software will be
substantially reduced through software component reuse.

This is a long term solution to a long term problem.  We are still some time
away from proving that it is the proper solution, even though many now believe
that it is.
