I would agree that hearing from someone of the caliber of Tom Gilb is valuable.
 However, it would seem even more valuable to hear from those who have applied
formal inspections to Navy/DoD programs.  Best practices application and
experiences shared among the DoD/government community are highly desirable.
How about current or high visibility programs such as SSDS, CEC and TBMD, what
are their experiences?  Is there anyone in the program/project community who
have done formal inspections in the past, such as ACDS Block 0 & 1, EMSP,
SQQ-89, BSY-2, etc.?  What have their experiences rendered?  Proof of viability
is in the practice.  We spend considerable time listening to the Alchemists,
what about those responsible for assuring such practices are followed or at
least imposed on contractors via contract SOWs.
