This is not quite right, since you need a variable view of the
container.  You'll have to do something like:

swap_salary(v, c1, c2);

If you want to generalize:

generic
   with package VT is new Vectors (<>);
procedure Generic_Update_Elements
  (V : in out Vector;
   C1, C2 : Cursor,
   Process : access procedure (E1, E2 : in out ET));

So you could say:

procedure Update_Elements is
  new Generic_Update_Elements (People_Vectors);

procedure Swap_Elements (E1, E2 : in out ET);

Update_Elements (V, C1, C2, Swap_Elements'Access);

Of course, you could also pass in Swap_Elements as a generic actual.
