operations on files and directories

Hello,
how would you do to
1 - check if two files have the same content
2 - check if two files have the same date
i looked in Ada.Directories but did not find how to do such a thing
is this in another package?
under unix i could call /usr/bin/diff and /bin/date but this would not
be portable
do you have any other idea?
