Koders.com does a search based on free-text searching mechanism on
source code, as OSS code usually lack of precise documentation.
I wonder if any one is aware of any other kinds of classification of
OSS components(i.e. code fragments)

It is even more than that. I submitted a project that was rejected
because there was no publically available version control (e.g. CVS) for
the project.
They said they were working on other means of idexing projects and would
someday be able to support other ways of indexing projects.
