I was wondering how I would set up a program that would allow a
computer to send information through a serial port. When the open or
create command and reference the serial port I get a name error while
compileing. I am guessing that this is caused by me not initializing
the port. How would I be able to initilize the serial ports, or what
functions would i have to use?

What OS and compiler are you using?
The language itself does not support configuration of serial ports, but
it can be done with various open-source bindings, depending on
compiler and OS.

Well, now we have a guess at an answer to one of my questions;
you think the compiler is gnat.
Can you hazard a guess as to what operating system (the second
part of my question) you have?

Oh for goodness sake... Let's take a stab in the dark and assume
GNAT+Windows, in which case the following link might help:

The link contains "a binding to use the serial port under Windows
95/98/NT". If the assumption is not correct, we can continue on with
"twenty questions".

Unix, solaris 8, but it will eventually have to be converted to a
windows machine once I get a compiler for it.
